Foreign Influence

Foreign influence refers to actions by foreign governments, institutions, or individuals that could improperly impact or exploit U.S.-funded research, researchers, or academic systems. These actions may involve undisclosed relationships, coercion, or conduct that conflicts with U.S. interests or policies.

The U.S. Government, including Congress and federal agencies, is increasingly concerned about undisclosed foreign influence on U.S. institutions and researchers. Failure to disclose these foreign relationships and activities may jeopardize eligibility for future funding.

The Office of Science and Technology Policy (OSTP) issued guidance outlining how foreign interests and activities should be disclosed in accordance with National Security Presidential Memorandum–33 (NSPM-33).

NSF has announced a forthcoming policy (Effective October 1, 2026) prohibiting NSF-funded research collaborations with entities on specified U.S. restricted party lists. Once effective, senior/key personnel on NSF awards will be prohibited from:

  • Collaborating with a restricted entity, or an employee of a restricted entity, on NSF-funded research;
  • Holding an appointment or position with a restricted entity; and
  • Receiving research support from a restricted entity during the NSF award period.

On July 28, 2026, FCC’s Public Safety and Homeland Security Bureau announced the addition of Foreign-Produced Power Inverters and Advanced Robotic Devices to the FCC Covered List that have been determined to pose an unacceptable risk to the national security and safety of the United States and its citizens.

Know the Warning Signs

International collaboration is a normal part of research. These situations may require additional review, disclosure, or guidance from Research Security.

Department of Defense (DOD) Section 1260H List

The DOD Section 1260H List is an official roster published by the U.S. Department of Defense to identify Chinese military companies operating within the United States. Established under the FY2021 National Defense Authorization Act, the list targets commercial entities that support the modernization of China's People's Liberation Army. Inclusion on this registry triggers strict federal procurement restrictions, preventing U.S. government agencies and contractors from purchasing goods or services from these designated firms.

DOD 1260H List (A-C)

360 Security Technology Inc. (Qihoo 360)

  • Qihoo 360 is directly and indirectly affiliated with the Ministry of Industry and Information Technology (MIIT) and the Ministry of State Security (Section 1260H(g)(2)(B)(i)(I)). Qihoo 360 is a military civil fusion contributor to the Chinese defense industrial base because it is affiliated with the MIIT and with MSS (Sections 1260H(g)(3)(B)(i) and (g)(3)(B)(iv)).

Aerospace CH UAV Co., Ltd (CH UAV)
